It's just part of Windows - a rebuilt machine will feel like a brand new machine if you'd been running it for 3 years without wiping it. These new anniversary, insider, creator updates still leave all the files and installed programs intact - as well as the crud that slows down machines such as browser extensions, 40 poorly updated versions of Java, or whatever.
